This year, Belgium will undertake its first reporting exercise under the newly adopted legal framework on the 2010 HNS Convention. The purpose of this Convention is to guarantee adequate, prompt and effective compensation for damage to persons and property linked to the transport of hazardous and noxious substances (HNS) by sea. ‘HNS’ represent a wide array of chemical substances of varying properties and hazards, which include both bulk cargoes, as listed on this website, and include LPG, LNG, oil (persistent and non-persistent), solids, liquids and others.
In order to comply with the Belgian regulations, principal and physical receivers of HNS, such as terminals, storage facilities, chemical companies, traders, etc are expected to submit a reporting form by 15th of March 2024 to dgmar.reg@mobilit.fgov.be . This report does not entail a financial contribution before the entry into force of the Convention.
